Biography

Yvonne Paguada was born in Ypsilanti, Michigan and later moved with her family to Orlando, FL. She started in the engineering field with a national project management company, PMA Consultants. She then left PMA because she wanted to complete her education at the University of Florida's Environmental Engineering School (Go Gators!). While in Gainesville she worked with a locally owned geotechnical and environmental consulting company. She proudly received her B.S. degree and began working with QORE Property Sciences, Inc. in Orlando, FL. There she gained experience in environmental remediation and project management. Because she wanted to shift gears from fieldwork to design work, she joined Vanasse Hangen Brustlin, Inc.'s Water Resources Team, who helped her discover a passion for stormwater design.

Julio Paguada was born in La Ceiba, Honduras and later moved with his family to Orlando, FL. Julio gratefully received his Architectural Drafting Vocational Certificate at the Westside Technical Institute in Orlando, FL and continued studying Civil and Architectural Design at Valencia Community College. At that time he also started working at The Villages in Lady Lake, FL where he gained extensive experience in custom residential design and inspection. Julio later found a civil design opportunity with Avid Engineering where he gained experience in civil design and permitting. A couple years later Julio accepted another exciting civil engineering opportunity with CPH, Inc.

Now Julio and Yvonne separately enjoyed playing volleyball at their mutually local recreational center and in due time were happily married.

Presently CPH approached Julio with an opportunity to work at a new branch office in Panama City Beach, FL. Because Julio and Yvonne had always enjoyed visiting different areas of Florida, they decided that the Emerald Coast should be next. In one visit they quickly agreed to join in workforce at CPH's Panama City Beach office. Julio and Yvonne, who worked side by side as Senior Designer and Professional Engineer, gained invaluable experience in civil design, permitting, inspections, and more.

In 2019, Julio and Yvonne, who were ready and excited, started their own company, Horizons Plans & Permits.
